Syrian internet goes down, gets cut off from the world

The civil war-torn nation of Syria has seemingly disappeared from the internet. In a sign that the regime of President Bashar al-Assad is trying to limit the flow of information and possibly increase its violent crackdown on opposition forces, all 84 blocks of IP addresses used by the nation have gone offline. The blackout was first reported by Renesys this morning at around 5:26am ET and the #SyriaBlackout hashtag has started picking up steam on Twitter as others have noticed. While it's unclear exactly what has happened and investigations are on going, and a nationwide outage is highly suspicious. The Associated Press is reporting that rebels are laying blame for the blackout at the feet of the government and that cellphone service has also been severed. We'll update as more information rolls in, but we wouldn't expect good news.

Update: Akamai has provided more confirmation of the outage. As you can see in the image above, at some point this morning the amount of data coming out of Syria simply dropped to zero.

New agreement lets Facebook and Zynga play the field, still shack up

It wasn't so long ago that Facebook and Zynga were making beautiful music (and money) together, but it seems that each is now looking for a bit of fresh air in the relationship, according to Reuters. A new agreement will give Zynga more freedom to offer games on its own website, while also allowing Facebook to develop its own -- though for now, the social network said it "was not in the business of building games and we have no plans to do so." For its part, Zynga now has the option of opting out of Facebook's payment mechanism and display ads, according to a recent filing by the Farmville maker. Both companies have seen their share of foibles, lately, but Facebook would perhaps be wise to not let its main dance partner too far out of sight -- Zynga still kicks in more than 15 percent of the now-public company's revenue.

Lindsay Lohan arrested on assault charge in NYC

NEW YORK (AP) ? Actress Lindsay Lohan was arrested Thursday after police said she hit a woman during an argument at a New York City nightclub.

The "Mean Girls" and "Freaky Friday" star was arrested at 4 a.m. and charged with third-degree assault.

She left a police precinct nearly four hours later with a black jacket pulled over her head. She was wearing leggings, a green mini dress and high-heels, and drove off in a black SUV with a driver, a woman and another man who was seen going in and out of the precinct.

She allegedly got into the spat with another woman at Club Avenue, in Manhattan's Chelsea section. She struck the woman in the face with her hand, police said. The woman did not require medical attention.

Lohan's publicist did not immediately return a call for comment.

The arrest is Lohan's latest brush with law enforcement in New York City.

She was involved in a NYPD investigation in September after alleging a man had assaulted her in a New York hotel, but charges against the man were later dropped.

Also in September, the actress was accused of clipping a man with her car outside another Manhattan nightclub, but prosecutors chose not to move ahead with charges.

In October, police were called to her childhood home on Long Island after a report of a fight between her and her mother. An investigation revealed "no criminality."

The actress was also involved in a car accident in California this summer that sent her and an assistant to a hospital, but didn't result in serious injuries for anyone. The accident remains under investigation.

In May, she was cleared of allegations that she struck a Hollywood nightclub manager with her car.

Lohan remains on informal probation for taking a necklace from a jewelry store without permission last year. That means she doesn't have to check in with a judge or probation officer but could face a jail term if arrested again.

Her latest film, "Liz & Dick," in which she portrays screen icon Elizabeth Taylor, premiered on Lifetime on Sunday.

Lohan also recently filmed "The Canyons," an indie film written by "Less Than Zero" and "American Psycho" author Bret Easton Ellis.

GM Chinese venture to build $1 billion plant in Chongqing

(Reuters) - General Motors Co and its Chinese joint-venture partners said on Wednesday they plan to build a $1 billion auto assembly plant in the city of Chongqing as the GM group bids to remain the leader in the world's largest auto market.

GM, SAIC Motor Corp and Wuling Motors Holdings Ltd said they will begin construction of the plant early next year, pending government approvals. The 6.6 billion Chinese yuan ($1.06 billion) first phase is scheduled to start in 2015.

The plant in southwestern China will have annual production capacity of 400,000 vehicles, but the partners did not disclose what vehicles will be built there. It also will have the capacity to build 400,000 engines annually, a GM spokesman said.

"It's a numbers game," J.D. Power and Associates senior vice president John Humphrey said. "They're doing a phenomenal job, the market continues to grow, vehicle penetration is still so low, GDP per capita continues to increase and the west of China is where a lot of the action is going to come going forward.

"Having production further in the western part to get a foothold there and penetrate the tier two and three and four cities makes perfect sense for them," he added.

The new plant is part of SAIC-GM-Wuling's push to reach a production target of 2 million vehicles per year by the end of 2015. GM invests $1 billion annually in China.

Chongqing, one of China's largest cities, is home to a plant operated by Ford Motor Co and its Chinese partner Changan Automobile Co.

GM, whose Chinese joint venture began building vehicles in 1999, had a leading 14 percent of China's market of 18.5 million vehicles last year - just ahead of Volkswagen AG , which also counts SAIC as a partner.

Earlier this month, GM and its Chinese partners opened a plant in the southern city of Liuzhou for its low-cost Baojun brand. That plant will also eventually have an annual production capacity of 400,000 vehicles.

GM has said it expects vehicle sales in China to hit as many as 20 million this year, and Chief Executive Dan Akerson previously predicted annual industry sales in China will hit 30 million vehicles by the end of the decade.

In addition to the Baojun brand, GM's portfolio in China includes Buick, Chevrolet, Cadillac, Opel, Wuling and Jiefang.

In September, GM opened a large vehicle test track west of Shanghai. GM and its partners invested $252 million to build what officials called the country's largest proving ground.

In addition to Liuzhou, the joint venture currently operates a plant in Qingdao. GM and SAIC, through a different joint venture, also have a plant in Shanghai, and several more in northeast China.

(AP) ? For decades, conservative lobbyist Grover Norquist vowed to drive Republicans out of office if they didn't pledge to oppose tax increases. Many lawmakers signed on.

But now, several senior Republicans are breaking ranks, willing to consider raising more money through taxes as part of a deal with Democrats to avoid a catastrophic budget meltdown.

Tennessee Sen. Bob Corker says the only pledge he will keep is his oath of office. House Majority Leader Eric Cantor says no one in his home state of Virginia is talking about what leaders in Washington refer to simply as "The Pledge," a Norquist invention that dates to 1986. Georgia Sen. Saxby Chambliss says he cares more about his country than sticking to Norquist's pledge.

It's quite an about-face for senior members of a party that long has stood firmly against almost any notion of tax increases. And while GOP leaders insist they still don't want to see taxes go up, the reality of a nation in a debt crisis is forcing some to moderate their opposition to any movement on how much Americans pay to fund their government. Republican legislators and Democratic President Barack Obama's White House are haggling vigorously as they look for ways to reach agreement on detailed tax adjustments and spending cuts before automatic, blunt-force changes occur at the new year.

"Oh, I signed it," Sen. Jeff Sessions of Alabama said on Fox News about Norquist's pledge, adding he still supports its goals. "But we've got to deal with the crisis we face. We've got to deal with the political reality of the president's victory."

The naysaying about the pledge is raising the question of whether Norquist ? a little-known Republican outside Washington ? is losing his position of power within the GOP. It's a notion he calls ridiculous.

"Nobody's turning on me," Norquist said Monday.

But he indicated he would turn on lawmakers who defy him, starting with Corker, who published an opinion piece Monday in The Washington Post outlining an alternative to the budget breakdown that includes more revenue.

"Corker was elected to the Senate because he took the pledge," Norquist said on Fox News. "He would not be a senator today if he hadn't made that commitment. If he breaks it, he's going to have to have a conversation with the people of Tennessee about his keeping his word. And the same thing with other people who are elected because they made that written commitment to the people of their state."

At the White House, spokesman Jay Carney said Monday that the shifting away from Norquist signaled an opportunity for Republicans to work with President Obama.

"They represent what we hope is a difference in tone and approach to these problems and a recognition that a balanced approach to deficit reduction is the right approach," Carney said.

Norquist, the head of the conservative Americans for Tax Reform, opposes tax increases of any kind, whether eliminating deductions, a position some GOP lawmakers say they're open to, or raising rates. He has insisted on hardline positions from lawmakers and, for years, has held outsized sway in the party for someone who does not hold public office. His pledge doesn't allow any change to the tax code that adds a dollar to revenues.

House Speaker John Boehner has called that notion unrealistic and has dismissed Norquist as "some random person."

Nevertheless, Norquist has maintained a certain level of clout for years.

Heading into the 2012 elections, 279 lawmakers had signed Norquist's' pledge, according to Americans for Tax Reform.

But some who have signed the pledge are having second thoughts. And when the new House is seated next year, no more than 212 of them consider themselves bound by the promise.

"I'm not obligated on the pledge," Corker told CBS News. "I was just elected. The only thing I'm honoring is the oath I take when I serve when I'm sworn in this January."

He's not alone in his stance on the pledge.

"When I go to the constituents that have re-elected me, it is not about that pledge," Cantor said on MSNBC. "It really is about trying to solve problems."

Chambliss, a veteran senator from Georgia, said he signed the pledge during an earlier campaign when the country's debt was nowhere near its current $16 trillion level.

"Times have changed significantly, and I care more about my country than I do about a 20-year-old pledge," Chambliss told his local television station. "If we do it (Norquist's) way, then we'll continue in debt."

"I'm frankly not concerned about the Norquist pledge," Chambliss added.

Raising taxes, whether by closing loopholes or raising tax rates, is seldom a vote-winning strategy.

President George H.W. Bush broke his campaign promise to not raise taxes; he ended up losing re-election in 1992.

Other Republicans, however, are now willing to put additional tax revenues on the table as a bargaining chip for a deal with Democrats to get changes in Social Security and Medicare and pare down federal deficits.

"I agree with Grover, we shouldn't raise rates. But I think Grover is wrong when it comes to we can't cap deductions and buy down debt," Sen. Lindsey Graham of South Carolina said Sunday on ABC's "This Week."

"I will violate the pledge ? long story short ? for the good of the country, only if Democrats will do entitlement reform," he added.

Rep. Peter King of New York told NBC's "Meet the Press" on Sunday that the pledge is good for a two-year term only.

"A pledge you signed 20 years ago, 18 years ago, is for that Congress," King said. "For instance, if I were in Congress in 1941, I would have signed a support of declaration of war against Japan. I'm not going to attack Japan today. The world has changed, and the economic situation is different."

Sen. John McCain, the Republican presidential nominee in 2008, said the pledge is losing its clout.

"Fewer and fewer people are signing this, quote, pledge," he told an audience recently.

As many of you know, I both sell and rent apartments in the Inwood area.? So it was a true joy to come across the following article describing the Inwood rental scene of 1936.

I am intimately familiar with many of the buildings described below.? Many are still rental properties.? Others have gone co-op through the years.

At the time the article was written, not a single apartment rented for more than $100.? For comparisons sake, in 2012 a studio rental in the neighborhood rents for about $1,200, a one-bedroom $1,500 and two-bedrooms start in the $1,800 range.

Modern Apartments at Modest Rentals Are Filled as Fast as They?re Built

The Dyckman section of upper Manhattan is becoming so popular as a residential locality that it seems almost as if tenants lie in wait for a new apartment building, to swoop upon it the minute it?s finished and fill it up overnight.

The reasons are simple, pleasant ones, that make for happy home life.? Convenience, comfort without ostentation, handsome dwellings and unpretentious rents.? It?s ideal for the family on a limited budget.

Not only are the apartment values remarkable, but garage rents are in keeping.? Just about everybody can produce a car around here, especially on Sundays.? It?s so easy to get to and from the country if you live here that Sunday motorists are home when most New Yorkers are just beginning the long grind through traffic.

Rapid Transit New

The Eighth avenue subway is an appreciated blessing.? It gets Dyckman residents to Times Square in half an hour?a bit more for Chambers street.? The section lies close to the Hudson River, near where Spuyten Duyvil Creek flows into the Hudson, and boasts wooded hills?like Inwood Hill, and a delightful park?Isham Park.? It has high rocky ground, fresh air and lots of charm.? Not to mention a fleet of new apartment buildings, with others about to open, and still others in the skeleton stage promised for next summer.

Just a few steps from the 207th street subway station is the largest of the new apartment structures, the Colonial Gardens at 4915 Broadway.? It is of a Colonial design, with two wings, and a court surrounded with little Christmas trees. ?It was opened last October 15 and of the ninety-six apartments only ten are available, most of them not quite completed.

It must have taken overtime to finish the foundations of this building?surely the workmen paused for historic reflection as they turned up old bayonets, cannon balls, shoe buckles, jugs and muskets.? For the site was a Revolutionary War camp.? Right alongside the Colonial Gardens is the old Dyckman farmhouse, the only eighteenth century farmhouse still standing on Manhattan Isle.? It was built in 1783.? Fortunately it is now preserved as a museum.? Tenants of the Colonial Gardens look down on this sturdy little farmhouse constructed of huge planks and imported Dutch bricks, set among green lawns.? To explore the house is to feel you have read a fascinating book covering several generations in a few minutes. The completely equipped Dutch kitchen in the basement has achieved international fame.? A replica of a Revolutionary camp hut, built of pieces found near the farmhouse, stands in the grounds, near a picturesque grape arbor.? The fine old place gives the name Dyckman to the section, that in turn reflects its modest dignity.

What You Can Rent

But back to the Colonial Gardens.? It is decorated in brown and cream, and has wallpaper picturing warring Indians.? The two, three and four-room layouts have an extra half room, and this dinette is so large in some instances as to be a fourth room.? I saw a three and one-half-room unit on the fourth floor for $66.? It has the most beautiful parquet flooring in herringbone design that a most fastidious admirer of fine floors could desire.? Three closets are off the foyer, the bath is a gem, and the furniture is so smart it has cupboards with ward-proof doors.? All the little nothings that mean so much are here in profusion.

A slightly larger apartment is available on the same floor for $70. Overlooking the garden of a retired professor who has never been known to miss a day among his plants.? Master bedrooms are 12 by 18 feet?living rooms 13 by 22 feet.

With the exception of this and another new building around at Payson avenue and Beak street, the apartment dwellings in the Dyckman section dispense with doormen.? Colonial Gardens and Payson House have higher rents because of the stipulated doorman in the lease.? Payson House has five-room suites for $100, and the average in the building is about $20 per room.? This whole section specializes on the apartment of five rooms and less, with rentals under $100 top.? On up Payson avenue, opposite Inwood Hill, are several new buildings, all rented.? The neat rows of names printed in white on black in the entrances haven?t a blank name among them.? There is obvious need of the new building now under construction nearby.

More Modern Features

The recently opened six-story structure with corner easement windows, at 207th and Cooper avenue is also 100 per cent rented.? It is gay with colors of black and salmon.

The tenants of another new building at 145 Seaman avenue have plants in their wide windows without exception, most effective.? The color scheme here is black and yellow.? An electric fire glows invitingly in the foyer and the odor of good cooking?when I happened to be there?was something to be remembered.

680 West 204th Street lobby. This former rental building is now a coop.

You will find one high-class apartment after another in the new buildings of this neighborhood?at 680 and 687 on 204th street; at 60 Cooper street; across the way at Cooper Court.? All feature the artistic use of frosted glass with chromium trim.

If you feel a bit happier in a building that doesn?t vibrate with modernity; if you?ve held on to the old Spanish chasuble and like to drape scarves over the grand piano, there is still that large and lovely apartment building known as Isham Gardens, with some off the most enticing rentals in the city.? This Venetian looking place, has a very grand stairway fronting on Isham Park.? The tenants like stairs anyway; they have to.

They get lovely suites of four and five months for $66 a month, and outlooks across Spuyten Duyvil Creek, or down into the fountained courtyard, but they have to walk up five flights to get them.? Milestone along the way to CO2-free power plants

ScienceDaily (Nov. 27, 2012) ? A new method for capturing carbon dioxide (CO2) emitted by power plants could reduce their CO2 emissions by more than 90%, while utilizing less energy and incurring less expense than former approaches. The TU Darmstadt, which operates one of the world's largest pilot systems for capturing CO2, has been investigating the "carbonate-looping" method for the past four years, with success. Yet another major benefit of the method is that it may be retrofitted to existing power plants.

Large quantities of the greenhouse gas CO2 are generated during the combustion of fossil fuels, such as coal and natural gas. A key technology for arriving at lower-emission, more environmentally friendly, power plants is thus carbon capture and utilization (CCU) applied to fossil fired power-plants. CCU could allow reducing CO2?emissions arising from employing fossil fuels for generating electricity and various other purposes by industry to a minimum and thereby significantly contribute to reducing greenhouse-gas emissions. However, previous approaches to CO2?capture required high energy inputs and operating costs, which reduced their efficiency and hindered their acceptance.

Limestone binds the CO2 contained in power-plant flue gases

The TU Darmstadt's Institute for Energy Systems and Technology has been conducting pilot-scale investigations of various innovative methods for CO2?capture. Means are being developed for virtually totally avoiding CO2?emissions, while keeping energy inputs and operating costs extremely low. In conjunction with that work, the "carbonate-looping" method has emerged as a particularly promising approach that the Darmstadt researchers have meanwhile studied for more than 1,000 operational hours. The carbonate-looping method involves initially employing naturally occurring limestone for binding CO2 contained in power-plant flue gases in a first-stage reactor. The now pure CO2 is then reliberated in a second-stage reactor and may subsequently be further processed or stored.

The TU Darmstadt's pilot-scale research system proved capable of capturing more than 90% of the CO2 emitted, while reducing both the energy input and operating costs formerly required for CO2?capture by more than 50%. Yet another benefit of the "carbonate-looping" method is that it may be retrofitted to existing power plants. Institute Director Prof. Dr.-Ing. Bernd Epple, who, along with his staff of more than thirty coworkers, have been investigating the method, remarked that, "This method represents a milestone along the way to CO2?free power plants and will allow coal-fired, natural-gas-fired, waste-derived-fuel-fired, and biomass-fired, power plants to reliably, cost-effectively, generate electricity and heat, without burdening the environment."

Suitability for utilization on full-scale systems

Since various investigations and simulations conducted in parallel have indicated that the method would be suitable for utilization on full-scale systems, the experience gained by the TU Darmstadt group is currently being applied to a system that has been scaled up by a factor of twenty. The aim of that project, which is being supported by the German Federal Economics Ministry and various industrial associates, is planning such a scaled-up system for installation on an existing, German, power plant. However, which power plant will be involved remains to be decided.

The investigations of the "carbonate-looping" method have been supported to date by grants totaling more than five million Euros from the German Federal Economics Ministry and various industrial associates. Another project that is supported by grants totaling 1.5 million Euros from the European Union and industry is aimed at further improving the method's energetic efficiency.

Are Women More Sexually Faithful Than Men? | Psychology Today

We are accustomed to hearing that men are eagerly trying to propagate their genes into future generations via casual sex. If that is true, then one might expect that husbands would be much more likely to have affairs than wives. Are women truly more faithful than men?

Men?s adaptations for polygyny

Masculine sexual anatomy and physiology suggests that natural selection designed men for mating with multiple women. The fact that men are taller and heavier than women is indicative of mild polygyny. The idea is that body size is an advantage in fighting over sexual access to females.

Moderately large human testicles also produce a larger volume of semen than is required in a strictly monogamous species, such as gibbons (1). Men also produce a larger ejaculate upon reunion with their mates following a separation (2). This suggests sperm competition, or a race by sperms from different men to fertilize an egg.

Men?s penchant for casual sex is a commonplace of evolutionary psychology and it creates the market for pornography and prostitution, industries that have few female customers. In addition to these psychological propensities for sex with different women, men report many partners when questioned in surveys.

Women?s adaptations for polyandry

If men are adapted for sperm competition, this implies that women must have sometimes had sex with different men during the five-day window that sperm remains viable in the female reproductive tract.

More than any other female mammal, women are equipped to experience sexual pleasure (3). While the whole-body changes that take place during sexual interactions might strengthen a monogamous bond, they could also motivate women to seek out different sex partners.

Women are said to have continuous sexual receptivity. Unlike other mammals that restrict mating to a few days of the year when they are most likely to conceive, women can have sex at any time (4). Interestingly, they are more attracted to he-man physiques during the most fertile days of the cycle. This implies that their sexuality is on a dual track. When most fertile, they seek men whose appearance indicates good genes. The rest of the time, they are less selective, and scholars speculate that sexuality is used to extract resources from men.

In theory, women might have affairs to obtain better genes for their offspring. Yet, this happens rarely and husbands have a high confidence of paternity in most societies (3). The problem is that infidelity is extremely risky because it can destroy marriages, to the detriment of children, and expose women to jealous violence, not to mention severe legal penalties.

Wives may well be interested in sexual pleasure for its own sake but casual sex is more costly for them in terms of unwanted pregnancy, reputational damage, and fear of sexual assault. Their opportunities may also be restricted by spending more time caring for children and also by the fact that many women avoid sex while menstruating. Statistically, this means that wives would have fewer affairs than their husbands.

Just the facts

So husbands evidently have both a higher motivation and more opportunities for casual sex than wives do. Consistent with these notions, women characteristically report about half the lifetime sex partners reported by men. Researchers generally do not believe the difference as it takes two to tango (5).

If married men are interested in casual sex for its own sake, most do not act upon such impulses possibly because of the threat to their marriage. Yet, they are twice as likely to cheat as their wives are, if survey responses are to be trusted (6).

Whereas men who cheat are motivated primarily by sexual pleasure, women are most likely to have affairs if they are dissatisfied with their marriages (3). Infidelity is thus a way of moving on from a bad marriage to one that is more satisfying.

So men may indeed be more likely to cheat because they are motivated by sexual pleasure. This sometimes makes them appear shallow and irresponsible. On the other hand, by being more in control of their sexual impulses and using an affair to transition out of their marriage, women can seem manipulative. No one is at their best while cheating.

NEW YORK (AP) ? Amber Tamblyn, who stars in "The Sisterhood of the Traveling Pants" films and on TV in "House" and "Joan of Arcadia," is heading to Broadway.

Producers said Tuesday that Tamblyn will make her Great White Way debut in Beth Henley's comedy "The Miss Firecracker Contest" in the spring of 2013. The theater, co-stars and dates will be announced later.

Judith Ivey, who is currently starring on Broadway in "The Heiress" opposite Jessica Chastain, will direct, marking her own directorial Broadway debut.

The comedy, about a young woman who hopes winning a local talent contest will restore her soiled reputation, first appeared in New York off-Broadway in 1984 and was made into a 1989 film starring Holly Hunter, Mary Steenburgen and Tim Robbins.

WASHINGTON (AP) ? Republican opposition to the possible nomination of Susan Rice to be secretary of state is showing signs of cracking.

Arizona Sen. John McCain now says he'd be willing to meet with Rice, the current U.N. ambassador, and consider her much-scrutinized explanation about how the Sept. 11 attack on the U.S. Consulate in Benghazi, Libya, unfolded.

McCain has said GOP senators would do "whatever is necessary" to block Rice if President Barack Obama were to nominate her to replace Hillary Rodham Clinton at the State Department.

On Sunday, McCain was asked on "Fox News Sunday" if Rice could change his mind. McCain said "sure" and that he'd like to meet with her.

McCain and other Republicans have accused the White House of distorting the deadly Benghazi attack for political gain.

More than 100 killed in Bangladesh factory fire

Bangladeshi firefighters battle a fire at a garment factory in the Savar neighborhood in Dhaka, Bangladesh, late Saturday.

Updated at 5:20 a.m. ET: DHAKA, Bangladesh -- More than 100 people were killed as a fire swept through a garment factory on the outskirts of Bangladesh's capital, the chief of the fire brigade said Sunday.

The fire at the nine-story factory in the Ashulia industrial belt started on the ground floor late Saturday and quickly spread, trapping hundreds of workers.

"So far, the confirmed death toll is 109, including nine who died by jumping from the building," Mizanur Rahman, deputy director of the fire brigade, told Reuters.?

However, other sources earlier said the toll could be much higher.?Abu Nayeem Mohammad Shahidullah, director general of the fire brigade, told Reuters 120 bodies had been recovered. It was not clear if his count had been revised.


Fire department Operations Director Maj. Mohammad Mahbub told The Associated Press that?the nine-story factory was operated by Tazreen Fashions.

Witnesses said the workers, mostly women, ran for safety as the fire engulfed the plant, but were unable to come out through narrow exits.

"Many jumped out from the windows and were injured, or died on the spot," said Milon, a resident.?"We are appalled to see the charred bodies coming out of the factory since last night. It was an endless stream."

Mahbub said army soldiers and border guards had been deployed to help police keep the situation under control as thousands of anxious relatives of the factory workers gathered at the scene.?

Bangladesh has around 4,500 garment factories that make clothes for such ?brands as Tesco, Wal-Mart, JC Penney, H&M, Marks & Spencer, Kohl's and Carrefour.

Bangladesh is the world's biggest exporter of clothing after China, with garments making up 80 percent of its $24 billion annual exports.?

But safety standards at the factories are poor and not enforced strictly, causing scores of accidents each year.?

Saturday's fire was the worst in years, and rescuers and police said the death count may surpass any previous toll.?

UK, U.N. hope Mideast nuclear talks take place next year

LONDON (Reuters) - Britain and the United Nations said on Saturday they hoped a conference aimed at trying to ban nuclear weapons in the Middle East could take place soon after the United States said it would not happen next month as originally planned.

If and when it happens, the conference is likely to be fraught as Iran and Arab states say Israel's presumed nuclear arsenal is the main threat to security in the region, while Israel and the West see Tehran as the main proliferation danger.

Western diplomats and others believe the conference would make little headway because of that fundamental difference in opinion - something the United States has described as "a deep conceptual gap".

However, Britain and the conference's other organizers, which include Russia and the United Nations as well as prospective host Finland, believe it is worth a try anyway and anti-nuclear campaigners would also like to see it take place.

"We support the convening of a conference as soon as possible. We endorse fully the work of the Conference Facilitator, Finnish Under-Secretary of State Jaakko Laajava, to build consensus on the next steps," British Foreign Office Minister Alistair Burt said in a statement.

"We welcome his commitment to conduct further multilateral consultations with the countries of the region to agree arrangements for a conference in 2013," Burt said.

Laajava said on Saturday he would propose that multilateral consultations "be held as soon as possible".

U.N. Secretary-General Ban Ki-moon echoed Burt's comments, including the hope that the conference could be held next year at "the earliest opportunity".

"I reaffirm my firm resolve and commitment together with the Russian Federation, the United Kingdom and the United States, in consultation with the states of the region, to convene a conference," he said in a statement.

The plan for a meeting to prepare the ground for the possible creation of a weapons of mass destruction-free Middle East was agreed to at a May 2010 conference of 189 parties to the 1970 nuclear Non-Proliferation Treaty, or NPT.

Like nuclear-armed India and Pakistan, Israel has never signed the NPT. It neither confirms nor denies having nuclear arms, although non-proliferation and security analysts believe it has several hundred nuclear weapons.

The U.S. State Department said on Friday that the conference could "not be convened because of present conditions in the Middle East and the fact that states in the region have not reached agreement on acceptable conditions for a conference".

It did not spell out when or if the event would take place.

Washington had feared that Iran and Arab states might hijack the forum to criticize Israel for other things such as its recent air strikes on Hamas-controlled Gaza in retaliation for rocket attacks on southern Israel.

Iran, Israel's arch foe, announced earlier this month it would attend the conference, but some Western diplomats say Tehran may have only agreed to attend once it became clear that the meeting was likely to be postponed anyway.

It denies Western allegations it is seeking to develop nuclear weapons.

Guest Blog: Giving Leasing Proper Credit ? Ideas and Information ...

don-vance-135x180Leasing has long been recognized as a smart financial option that can help to maximize cash flow while minimizing investment outlays. ?And indeed, more companies are now acquiring new equipment through leases than through bank loans, according to the Association for Equipment Leasing and Finance. ?Over the last ten years, use of leasing finance options in the U.S. has tripled-and while there was a slowdown in leasing activity in the past two years, a recent lease market study predicted that in 2008, because of tightening credit and cash-flow squeezes, growth in this option will be seen again.

Resorts and clubs are very much a part of this trend, with 73% of properties now reporting in industry surveys that they do some leasing, both in their staff offices (for copiers, computers, phone systems, postage meters, etc.) and elsewhere on their properties (for course maintenance equipment, kitchen equipment, furniture, etc.). ?The top three reasons cited by clubs and resorts for leasing instead of buying are: 1) to have a better ability to manage their property?s growth; 2) to take advantage of the latest technology; and 3) to improve asset management.

Leasing can be an especially good idea for minimizing initial cash investments when starting up a new club; as a manager who?s been involved in several property start-ups myself, I can personally attest to how they were a huge help in getting us up and running and through those first years. ?But I?ve also seen how too many start-up properties can get in over their heads with too many leases. ?It?s sort of like college students who sign up for too many credit cards and then find themselves with so many obligations they can?t even pay off their college loans, let alone their credit debt.

But unlike college kids who are probably charging things they really don?t need and should just find a way to live without them, the challenge for club managers is to find ways to strike a pro per balance of their financing options for all of the equipment that?s needed to run their operations. ?Usually, this comes down to cash flow-related decisions. Here are some of the key factors that, in my experience, have helped me make the best calls on lease- vs.-buy issues:

  • Replacement Costs- When I arrived at my current club, I found that we had lease arrangements set up for all computer printers. While this might make sense for higher-end laser printers, the price of the inkjet printers that are fine for most departments? needs have fallen so low, they?ve also become disposable. ?Why lease these printers, when they can be purchased for a minimal amount of cash?
  • Changing Technology- Equipment that meets your business needs today may be obsolete three years from now. ?Leasing can give you the flexibility to maintain a competitive edge by not only making it easier to start out with today?s best technology, but then also all owing you to upgrade more readily, if the pace of change is such that the equipment soon loses its advantage.
  • Upfront Outlays-Most leases require minimal (if any) down payments, although if you?re with a startup property that hasn?t yet established a credit history, you may find that larger advance costs (or at least an extra month or two?s payments, as deposits) may be involved. ?But generally leases allow you to get immediate use of equipment with minimal upfront costs.
  • Payment Flexibility-The number and variety of payment options that leasing companies now offer make it much easier to find an arrangement that works best for a specific need or budget. ?There are plans for seasonal or ?skip payment? arrangements (good for properties that have significant swings in month-to-month activity); deferred payment plans (which can help hold down costs while you?re ramping up with training and learning how to use new equipment most efficiently and productively); ?step down? and ?step up? programs (to either start out with larger payments and then lower the finance charges over time, or increase payments in step with improved revenues), and many other creative options.
  • Accounting Simplicity-Leasing can eliminate the need for complicated depreciation schedules, because lease payments are generally line-item expenses on your profit and loss statement. ?And, because these payments can often be treated as a pre-tax business expense, you may even reduce your taxes, depending on your club?s status. ?(As always, you should make sure to get your club?s finance and accounting experts involved with each individual lease-vs.-buy decision; this has become even more critical as the options for leasing arrangements have expanded. ?It is also critical to have other sets of expert eyes read the fine print of any leasing contract, to make sure you haven?t missed some hidden traps.)
  • Predictability-Unlike bank lines of credit that usually have variable rates, lease payments are fixed, no matter what happens in the financial markets. ?So if you?re looking to fund equipment over a period when interest rates promise to be volatile, leasing can help lock in some peace of mind. ?Remember the 1980s, when interest rates rose from 9% to over 20% in one year? ?That?s what drove a lot of the growth in the leasing market cited earlier, because no one wanted to go through that again.
  • Cost of Ownership-A variety of tax benefits can often be gained through ?finance to own? leases. ?If your property qualifies (again, this is a call your finance and accounting experts will have to help you make), you may be able to deduct a significant portion of a capital expense in the first year of a lease arrangement. ?Certain types of equipment are especially well-suited to this path to ownership, including golf cars and other vehicles, course aeration, mowing and other maintenance equipment, and other equipment with long ?life expectancies? and an extended projected value to club operations.? (How a lease can qualify to be capitalized in this way is an article in itself-but you should start by becoming familiar with the ?four-point test? that?s involved with the process; if a lease satisfies any one of the four tests, it is automatically classified as a capital lease. ?The tests include Transfer of Ownership; a Bargain Purchase Option (below fair-market value); Lease Terms Above 75% of the Life of the Leased Item; and Greater than 90% Fair- Market Value.)
  • Year-round Efficiency-For properties that acquire equipment at different times throughout the year, leasing can help streamline the process, through Master Lease Lines that can be secured to cover ongoing needs. ?A discounted rate can be earned for all items cove red by the master lease, and there?s only one agreement to sign.
  • Avoiding ?Passing the Hat?-In private clubs, this may be the most compelling factor for taking a longer look at leasing right now. ?Because of what so many clubs are now spending on major renovation projects that are funded through special assessments, it?s certainly not nearly as easy-or advisable-to try to ? tax? membership through capital dues that fund needed equipment acquisitions. ?That often makes leasing more attractive, to help lessen the blow of unexpected expenses, retain more working capital when revenues are low, and keep more cash on hand for future needs.

Lessor Beware

If any or all of these factors lead you to a decision to lease, you still, of course, need to be careful as you proceed with the arrangement. ?Beware of early termination charges, term lease costs, and end-of-lease buyout options. ?In addition, if at the end of your lease the equipment shows more wear and tear than normal, you may be subject to additional fees; many new properties that have leased their initial equipment have found this out the hard way, getting hit with substantial extra charges at the end of the lease because of the added wear and tear caused by heavy construction dirt and grime.

As with all decisions we make as club managers, its best not to be forced by habit or convenience into any specific financing method.? Every property can benefit from using a variety of financing options, so it?s important to stay flexible. ?Yes, it takes more time to look at all of the options-but it can be well worth the effort, to help optimize savings and financial efficiencies for your club.
